How much does blister packaging cost?

The reason a search for blister packaging cost returns numbers that disagree by several times is not that anyone is lying — it is tooling amortization. A blister pack needs a thermoform mold, and that mold is a one-time cost. Spread over 2,000 units it dominates the per-unit price; spread over 200,000 it nearly vanishes. Quote the same pack at two volumes and you get two very different per-unit costs.

The three cost components

Every blister or clamshell price is built from three things: the one-time tooling (the mold), the card or backer per unit, and the blister forming and seal labor per unit. Only the last two are truly per-unit; the tooling is fixed. Reading a blister quote honestly

When you get a quote, ask for the tooling cost and the per-unit cost separately. A low per-unit price that hides a large amortized tooling charge is only cheap at high volume; a higher per-unit with low tooling wins for a short run. The right answer depends entirely on how many you will actually make.

It depends mostly on volume, because the thermoform tooling is a one-time cost spread across the run. The per-unit price is the tooling divided by quantity, plus the card and the seal labor per unit. Why do blister packaging quotes vary so much?

Almost entirely because of how the mold cost is amortized. A quote at 2,000 units and a quote at 100,000 units for the identical pack will show very different per-unit prices even though nothing about the pack changed. Normalize every quote to the same volume before comparing.

What drives blister and clamshell tooling cost?

The size and complexity of the cavity, the number of cavities per tool, and the material. A larger or multi-cavity mold costs more up front but lowers the per-unit forming cost at volume. Ask your supplier to quote tooling separately from the per-unit price so you can model the trade-off.

Is a clamshell cheaper than a blister card?

It depends on volume and the same tooling logic. A clamshell needs no separate card but often a larger thermoform tool; a blister needs a printed backer card but a smaller tool. Compare them at your real run size using tooling plus per-unit cost, not a headline price.
